In February, March, and April 2002, the Institute for the Study of Diplomacy sponsored a three-part program to examine the effectiveness of the United States in
sending its message to the Muslim world. The point of departure was the finding
that the United States was regarded more and more unfavorably abroad—around
the world, but especially in the Muslim world—and that this disregard posed a
threat to our interests in commerce, peace making, coalitions, and regional
stability. A special effort was made to have participants from the region to
report firsthand.
