Case 372 - Governing India's Geoengineering Attempts: An ISD International Negotiation Simulation

Divided into seven teams, you will examine the political and scientific feasibility of a proposed attempt at geoengineering by the Government of India and assess whether or not to set up a governance structure for these technologies and what it might look like. Each team will have face-to-face meetings with the other teams, guided by their confidential instructions and any additional materials they wish to consult. This scenario is based on a likely near- to mid-term problem in environmental diplomacy.

You will:

  • Gain scientific knowledge of climate change and related environmental issues;
  • Practice negotiating when empirical evidence is incomplete and expected to change course repeatedly;
  • Use problem-solving and critical thinking skills to understand how states identify and promote their interests;
  • Learn which power resources are most relevant to successful climate change negotiations;
  • How conditions of uncertainty affect state behavior.
