This two-part case study describes the evolution of the Clinton administration’s policy toward multilateral peace operations—focusing, in particular, on how the administration’s initial enthusiasm for United Nations peacekeeping foundered over growing congressional and public opposition to U.S. involvement in Somalia. It poses questions about the shifting fortunes of bureaucratic actors, the strength and independence of the executive on matters relating to the use of force in the new international environment, and the inherent limits on the use of force in helping to resolve ethno-national conflicts and ease human suffering more generally.
